A reasoned opinion was transmitted to the Commission on 4 March 2013.
The proposal was referred to the Committee on Health and Prevention, which deliberated on the matter on 27 February 2013. A majority in the Committee fundamentally agreed that the legislative framework for internal market rules for tobacco products should also in the future be laid down at EU level. However, the majority found that the extended use of delegated acts (16 in all) in the proposal made it difficult for the national parliaments to carry out their subsidiarity checks in accordance with their obligations under the treaty. The majority therefore encouraged the Commission to reduce the amount of delegated acts in the proposal and in general.
The opinion of the Committee on Health and Prevention also contains remarks within the framework of the political dialogue with the European Commission.
The opinion was approved by the European Affairs Committee on 1 March 2013.
