Information on parliamentary scrutiny
The Committee on European Affairs decided to launch scrutiny procedure on the legislative proposal on its meeting of 6 May 2013.
The Committee on Health Affairs has been asked to build opinion on the EU draft at the beginning of the procedure.
The Committee on European Affairs discussed the proposal on its meeting of 17 June 2013 where the representative of the Government gave an oral brief on the goals of the draft and highlighted the main elements of its negotiating position.
With regard to the possible general approach the Committee highlighted certain points to be taken into account by the representative of the Government in the EPSCO Council of 21 June.
The Government informed the Committee about the recent developments of the decision-making process of the Council in a written report on 24 July 2013.
The presidency compromise of 18 December 2013 was adopted on 14 March 2014.
The scrutiny procedure was concluded with the publication of the final act in the Official Journal on 29 April 2014.
26/02/2013 | Opinion of the HNA elaborated in the framework of political dialogue
The Committee on European Affairs of the Hungarian National Assembly discussed the proposal regarding the Tobacco Products Directive [COM (2012) 788] on its meeting of 18 February 2013 with a view to examing the application of the subsidiarity principle by virtue of Protocol nr 2 as well as article 134/D of the Standing Orders of the Hungarian National Assembly.
In the course of the check of subsidiarity principle, serious concerns were raised by the Committee regarding particularly the following elements of the draft direcive:
- the wide scope of adoption of the delegacted acts as enshrined in Article 22
- the extensive Union actions in the field of health policy
- the limitation of maintaining current national legislations with regard to fight against tobacco initiation among young people
The opinion of the Committee was adopted in the framework of the political dialogue in accordance with article 134/G of the Standing Orders on 25 February 2013. (attached)
