The committee on Health, Welfare and Sports scrutinised the proposal on 12 February 2013. There was a minority that found issues with subsidiarity in the proposal so it was decided not to send a reasoned opinion. There were written deliberations with the government about the differences in tobacco products for younger and older consumers.
